In my view CSE at PES University > CSE at MSRIT > ECE at RVCE, if she is aiming for a tech/software career.

if she's very inclined toward electronics or values RVCE's culture more, then ECE at RVCE is still a strong and respectable option.

in the coming time ECE is going to have huge career prospects.

There seem to be borderline chances for Govt seat. If you are from MS then take any of the best seat you get as govt has waived off tuition fees for female students.

Regarding drop, if he is confident that he can crack JEE-ADV with good rank & get a 99 %ile in mains then it is worth a try.
