How can I transfer my PF from a second company when I've already withdrawn my pension?

i have 2 UAN number 1 UAN served 8 years and 2nd UAN which is active from 8 years. Accidentally i ended up withdrawing pension when i left org where 1 UAN was there after transferring my PF to 2nd company where new UAN was created . Now state is PF is transferred to 2nd company with UAN1 and pension is withdrawn. Now further i am unable to transfer my pf from 2nd company to third where as both PF accounts are under UAN2. My pf transfer always gets rejected saying i need to transfer my pension first , where as pension is withdrawn. when i met PF office i am not getting any useful help to move further
