Ans: Odisha’s Works Department routinely engages retired civil engineers as Officer on Special Duty (OSD) or Quality Monitors on a contractual basis to leverage their expertise in supervising roads, bridges and building works. Advertised by the Engineer-in-Chief (Civil) Odisha in November 2022, 200 vacant OSD posts (Grade: AEE/AEE/SE level) were opened to retired engineers up to age 64 with unblemished service records and no pending vigilance/criminal cases. Applications must be submitted by speed/registered post to the EIC (Civil), Nirman Soudha, Bhubaneswar, using the prescribed form downloadable from works.odisha.gov.in. Selection follows G.A. Dept. Resolution No. 23750/GA, dated 27.08.2014, and Finance Dept. O.M. No. 7022/F, dated 17.03.2018, which cap re-employment at one year (extendable annually to age 65) and prescribe consolidated remuneration according to pay-matrix levels (?10,000–?50,000 pm excluding pension).
Additionally, the Research, Development & Quality Promotion (RDQP) Wing conducts empanelment of retired engineers as state-level Quality Consultants for random and routine testing of construction materials via state laboratories in Bhubaneswar and Cuttack. Tenders for “Quality Monitoring of Road and Bridge Projects” under the State Plan are issued on the Odisha eProcurement portal, inviting empaneled consultants or firms to bid. Prospective consultants must register on tendersodisha.gov.in, meet technical qualification criteria (professional experience, local area knowledge, age < 65), and submit proof of empanelment under RDQP and valid registration of private testing laboratories.
