Ans: In your case too I would not advise MBA as a 10 year gap without work experience, you will find it difficult to get placements. Prep for Govt exams is not considered as work ex. I was thinking that if you have got 91st rank, you may get admission in the best college that is available. Then if you perform well in the college you have some chance of getting placement.

Ans: Getting a job at 39 years post your 2 year MBA would be difficult. Instead do short term job oriented courses and look out for a job in areas like Marketing, Finance, etc based on your interest.
