Ans: Do where you are more confident of. Since you have written CAT once and were able to get a decent college, there is a higher chance of you doing well in CAT as compared to UPSC.

Ans: Mithibai is a good college for BSc, but it would not make a great difference if you do it from any other good college as long as you manage to get good academics and go for further education in any field.

Ans: It is seen that getting job in marketing is easier in any economic condition. But do check if you are really interested in the same as most jobs are sales related.

Ans: There are still WL movement happening in the admission process so there is chance for IIT Patna. Since Bhilai is an IIT, it would have good funding and facilities like any other IIT or NIT

Ans: I believe Alliance Bangalore could be a better option. It is known that if the colleges are not well known then having a location near an industrial hub would give better chance of placements. Anyways talk to students of both colleges to find the details regarding placements.
