Similarly, choosing a branch you're genuinely interested in is often better than taking a non-circuital branch at a government college just for the tag. So my suggestion would be: prioritize good NITs/IIITs if you can get a circuital branch. If your government options are much weaker, compare them carefully with the best private colleges rather than rejecting private institutions outright. The decision should be based on the specific college-branch combinations, not just "government vs private."
