Opt for all campuses and some of them may get you a slim chance. And even AP domicile does not offer any reservation. NITs, IIITs and govt funded technical institutions and they may offer him options in Computer science and your son could specialise in Cyber Security.

I would put Harcourt Butler Tech University, a very prestigious institution in the the State, and Computer Science branch more in the aspirational and dream institution category even in the third round. My suggestion is to widen the list of institutions to at least 10. Also opt for other branches like electrical, mechanical.
