Hi I am 47 now. I work for an university as a technical assistant. I completed my MSc(IT). I am a special case of cerebral palsy. I want to do PHD. Can I become a VC of the university if I do my PHD now?

Dear Sir I was working as COE in a private university but later I joined a university near my home town as a registrar and left my PhD in between to focus on my job now when I apply for a registrar post they say you are not a PhD and also you do not have enough experience as a registrar. Now I want to ask whether I should apply for registrar or for COE also should I do PhD or focus on job instead.

My daughter is getting computer science in Thapar and computer science core in Vit Chennai category 2, which should we give preference to? She also got 115 marks in Manipal Exam. We live in Delhi
