It is not worthwhile to pay a donation, especially Rs. 4 lakh, when you are getting CSE @ IITR. You can use these saved 4 lakh to learn additional courses online or offline! Alternatively, you can start your new startup with the saved 4 lakh! The final decision and choice will be yours.
